So I downloaded the new April UDK build and it seems to be taking forever to build the maps if at all, I wanted to do a simple test just 3 bsp with a dominant directional light and a light mass important volume, it never built... Is there some setting that can be reduced that could be causing this? Its stalling when trying to run lightmass. Any and all insight would be helpful, thanks.

Ctrl+F "Importance Volume" there and it will show you where to find it in case you don't know.
Otherwise, no idea. I'll check out the April build tonight and see what happens over here.

It gets to the "processing mappings" section (Blue bar) and the bar carries on forever.
Reverted back to the previous build and it works fine... Bah!

I don't have any problems, but I have an ATI card. What do you have ? I suspect (again) a problem with nvidia card...
There seemed to have been a problem with the UDK trying to lightmap onto one of my static meshes that had an emissive map applied to one of the UVs.
It doesn't sound like your scene had any emissives in it because you said it's just 3 bsps, but this seems to have solved the issue for me.
Should I just go back to the March build?
