Here's some collected reference. I want it to feel less "steam punk" than some of these images are suggesting, and more early 1900's whimsical. I'm working on a small concept write up as well which I'll post soon.
Perly: That's what definitely attracted me to the idea. I love having that room for some interpretation. ... although I am finding it difficult incorporating the "head scissors", which I feel are his only distinct feature. It keeps making his silhouette look like a bunny.
Here's my first round of ideas, I need to work out a lot of the details but it's a decent start. I have this idea to use the barber poles as his forearms, with maybe a little glow emanating from within, and shiny glass coverings over them.
I worked up another sketch of some of the details, and new silhouette as well.
I might only use the barber pole on one arm, and have that hand be detachable to hold the shaving cream brush/razor and extra clipper attachments. Knowing myself I could spend another month working on making a pretty picture, so I better move onto the modeling soon and address the remaining issues as I go.
In a few of my sketches I was giving him a very rounded head made of mostly primitives, and I quickly realized I want a more organic look even though he is a robot, so I did a quick test in zbrush to see if I could stylize it to my liking.
This was just to help work out some thoughts in 3D. The real sculpt will be cleaner and more detailed.

I've been bad about updating, but here's a blockout. Very rough so far, just getting his silhouette figured out in 3d space. I still need to design all his joints and details, but this is the general idea. I'm considering dropping the apron from the concept, as it might break the nice lines of the bottom of his jacket.
