I started sculpting the base of his body and his head. It's kind of "flat" yet, but I will fix that

Face looks good, lots of character... But the top of the head is way too small.
Of course, that was just a super quick adjustment with the warp tool in PS, so don't make the sides quite as bulbous as that.
You need to work on the anatomy of the head a bit more. The eyes are at an impossible angle. The wrinkle from the nasalis transverse is way too high on the bridge of the nose. The cheek bones are a bit high as well. The jaw line looks good but it isn't broad enough. Look at your reference of him and see how wide the tip of his jaw is.

About the neck, the sternocleidomastoid must join the clavicle, it's a little far from it on this perspective view at least...
The face looks better, but the "upper-eye-super-muscle" of akuma is out of proportion, you could spread a little more for the sides (take Piccolo from dbz for a shor reference - his muscles are way too bigger, but i think yours looks way too small :P)
But in general looks great, his expression is definitely Akuma's evil face
Now he looks like a tr00 gangsta : D! Loved the details on his pants and belts, but dude, did something went wrong on your render? I can see some low divisions on his jacket, and hood.
