Modeling Heads: General Theory/Working without a reference

(Not sure if this is the right forum, if it's wrong please move it.)

I'm trying to model Jade from the Homestuck webcomic, as my first major project and as a replacement for the Sniper in TF2. The body is going along well:

But as you can tell from the hole in the neck, I am having a EXTREME difficulty modeling the head. I don't have a detailed, definite side and front view for the head, the only references I have are in the artist's style which is a round head with minimal detail. I also can't purchase any expensive sculpting tools like Zbrush; it's simply too expensive.

I've been trying to follow this tutorial, I guess the end result is just too low-poly and generic for me to work with. I'm kind of amazed at myself for continuing this and not simply giving up, so I'd really like to see this finished given all of the work I put into it. Any help would be greatly appreciated.
