Thats your Mip Gen settings in the texture I think. When working on pops for portfolio purposes (i think this is highly frowned upon for production), I turn them from texture group to NoMipMaps. That should force the highest texture at all times.
For something like that you need to modify your.ini settings to disable the mipmaps on a global setting. I'm not sure which one but I'm guessing its one of the engine files. Just search mipmaps and you should find it. To disable this on a texture to texture basis, look in the actual texture in the package file. It will be in the drop down menu near the bottom called Mip Gen Settings. Change from default to nomipmaps.
