Normal Map Help

I'm using 3ds max 2009 to projection render my hipoly model onto my low poly model.

Here is my 3ds generated normal map inside of 3D coat, the error is nearly identical to the results inside of my engine.

The torso is a single smoothing group consisting of two uv islands. Here is the normal map. This is not mirrored.

The vertex normals are unified, no split edges. It appears as if the projection angle is inverted? I really need help.
