There is this new amazing thread started by Earthquake. You should definately have a read, there is tons of great knowledge about normalmap baking in it.
You need to bake with smoothing groups on edges that are significantly steep so that the normals casting the rays don't cause distortion on your low res mesh's rgb normal map.

We are confused.
The newest one looks much better than the first couple I saw. I would consider that a successful bake.
