Normal Map - Water spots??

I have just baked my normal map and there appears to be these really ugly water-spot looking things all over the place. I just double-checked my smoothing groups and uv splits, and those look correct. Also, sample image from my bake render didn't have any red error spots or anything. There are no inverted or overlapped faces in my uvw's. So what is this? (using 3ds max btw)
