That's a tiny picture and it's hard to tell what I'm looking at, but it looks like it's just edge padding. 3d studio max does that so that mipmaps don't have black lines on the UV seams.
It's a natural thing for the settings when baking AO, normals, ect. It essentially is what helps seamless edging on your models. That way the seams will not show up.
This is called Edge padding. its a very essential thing. You actually dont have enough. When you open the Render to texture dialog there is a spinner labeled :"padding" turn it up as high as it will go. This will flood your textures empty areas with edge padding and its a great help in keeping textures looking good when they are mip mapped
