Wow some quick replies, but I think I need to clarify my question.
I am interested in the anisotropic specularity of hair, and was hoping I could build it from scratch with the anisotropic shader and ramp instead of using a premade existing shader if possible (Hopefully this makes some sense, since I got a uncanny ability to make people more confused). Thanks again and much appreciated as aways!

You could look into using Ward lighting, it lets you warp the specular highlight with a U and V value.
I have ward specularity in my newly release "KoddeShader v2.0".
Chronic also has anisotropic specularity this in his lcHairShader.
