What was the point of the polycount pack for valve when people could already submit content? just something fun and cool that generates hype and attention for MC and polycount, maybe he could include it with the game.

I can bet you it most likely won't happen, there is a ton of content made for minecraft with even higher quality than the game itself with authors that would have no problem getting put in the game, but it just wouldn't be worth the time it would cost Notch to organize it.
time is pretty much the only thing he doesn't have an abundance of these days.
That and it would rule out any pop culture characters in the pack.
The most positive outcome would be this pack getting mentioned in his blog.
