i'm new here in this forum : )
and i have a small question about UDK ...

I assume by board you mean that brown stuff right? You need an emissive map.

In the material editor you probably want to do a multiply on the emissive map so it "glows" more.

The glow you are seeing in the first image looks like bloom to me (i dont think they would use emissive maps on a rail :P)
This happens when anything is pushed past the value of 1.
To reproduce this just multiply your texture by a constant with a value greater than 1

thanks guys .. i put my object on udk and make one point light with higher power and booom
i have glowing
.. and i thinks she make glowing only on white area ; img :

Yup you just need to push the values past 1 for more bloom effect.

or perhaps increase the bloom in the postprocess chain?
