What medium is this?

I've seen that style of artwork a lot for fantasy concept art and have always like it a lot. However, I've never been sure how something like this would be constructed or what medium(s) would be implemented in the process. Is this effect/style possible to create and with this amount of detail 100% digitally? Or does it start as a drawing/painting, get scanned onto the PC, then somehow converted into this style?

I'm not looking for a step-by-step or detailed explanation, I was just curious how this style was achieved.

I would guess that a pixel is a pixel. It could start from a photo, it could have some 3d, it could be pure painted. Whatever floats your boat.

I saw a tutorial on 3dtotal I think just the other day that gives a similar effect, basically photos edited and painted over. In the case of the large building in this one it just looks adjusted not even painted over.

Looks like a render with smudged photo for the sky and heavy post for the sepia effect. The character in the foreground looks painted, but the rest looks 3D.

I'd say its a Matte painting, where you usually (not always) combine rendered 3d elements, photos from life and manual painting together. Photos when used correctly can be an amazing way to create scenes like this quickly and effectively

I saw a tutorial where someone medeled the base shapes of a futuristic tokyo like city in C4D (not shure) and after he got all the shapes and lighting, the artist did a massive paintover.

I think thats the case here too.

Thanks everyone for the responses. I understand now that it really is a combination of mediums possibly consisting of 3d, photos, and a bit of digital painting. And thanks, The 5, for the paintover and insight into a possible method.

It's an interesting picture with a neat style, so I thank you all for giving me an idea about how it might have been made.

Ah, so that's the artist's identity. Thanks for the info perna (I had no idea that you and Alberto worked at Lionhead - was it Fable that you worked on?) and Asherr for the link. It really is gorgeous work.
