i don't know how to make the eyebrows in the reference he looks angry or seomthing ..

Have you ever modeled a head before? Because anime character heads are quite hard to nail down.

Anime style or not, you should always try to follow standard facial topology flows.

No he's right. The topology you've got going in that first image is a bit fucked up*. Without that nose-bridge/bottom of the mouth loop any speech is going to look like when Conan Obrien would do "interviews via satellite" with celebrities. The mouth and eyes could probably use a few more edgeloops too. Also you shouldn't have two points where five edges converge so close to each other up there. I'd keep the one under the eye and get rid of the one on the cheek since if ever there were a facial feature that needed the "flappy bits slapping around*" qualities given by clean quads it's the cheek.

yes agree with this point , will add a loop there , but that doesn't yield the topology he was talking about , Manga don't have the same topology/structure as a normal Human head .. I believe that there are some differences .

added a loop , amended some stuff in the mesh , add some eye textures ...

you gave me a new technique in modeling , tracing from a reference , this can seem simple , but i never used it before !! , I will use this for the rest of my life thanks EL Junk !!

Really good modelling so far man.
Your back for greatness.
Not much to crit so far post more unshaded shots too so we can see the topology,
the mouth looks a little weird loopwise rather go for round loops so you can go
into the extreme manga mouth shapes.
Maybe the frame of the glasses is a little thin and wonky at places.
