Im looking to experiment with track designing as an alternate to FPS level design.
This is definitely not my field and would appreciate any suggestions on what sort of current engines are available and whether or not they have a released sdk?
I'm just throwing in a little pimp, but our game, 3D RC Racing does have a built in track editor. You can create one from placement of premade parts, or import one from scratch. The editor you work with is based around the TGEA in game editor.

If you're looking for a pre-packaged solution, either Oxy's engine or something like ModNations Racer have editors you can use with preset chunks.
