I have decided to comemerate the legacy and service of Carlos Hathcock, a famous vietnam erra sniper, with a sniper set revolving around him. here's what I've come up with:
Frankly, don't worry about gameplay mechanics. You only get to suggest them, and Valve can decide they like your model but go a completely different direction with what it does.
For the time being, it's all about the artwork. Show us some concept art at the very least, or folks frankly aren't going to be none too interested.

I would like to do this, and i already have a hand drawn concept of the hat,but im lacking a scanner. ill try to get the pics up though.
I'd like to inform everyone that i'm an absolute beginer in making 3d models, especially ones that work for tf2. I'm merely an artist: i can draw good concept art, but i cant make a 3d computer model for squat. here are the rest of my carlos hathcock concept images.
Fragus has a point, I just started learning too, but i have three-four more weeks of practice than you, and im still having a really hard time. I cant even get my models in game due to the lack of understanding and programs. It take some where between 8-10 programs to get it in game.
The contest ends on 27th and I don't think you can learn, model, texture and optimize the models in 9 days. Sorry
oh well. i had no delusions of winning the contest anyway. it certainly wouldve been nice to see everyone wearing stuff i designed, but oh well. theres always next time
