Well, they're all good programs for modeling in TF2, which is what you asked for. Everything is hard when you start, just like riding a bike. People take video game art being great for granted :P
Max has a 'Make TF2 Item' button. It's hidden behind the interface, locked away. Spend $3000 and 4 years of college, and they'll teach you to unlock it. Those who finish the quest get a job at Valve. Good luck.

yeah this is all really complicated when you first get started, it seems a lot of people think making game art is as simple as making a creature in spore or something. its a complicated nightmare to start learning, but if you have any artistic ability at all then you should be ok in a few months. and if you have no artistic ability, then perhaps consider doing something else
you think those programs are complicated? never try programming then, it'll make your brain bleed with pain.

Seriuosly though; Programming isnt that bad or hard to do. Unless you are a complete noob who've never read a book in his life, or never gave a look to " C++ programming for absolute beginners." You will do fine. Raw programming is easy to understand if you understand english sentences (AKA Psudo code) but it is alot time consuming to do.
Programming SDKs and tools are easier to learn. The tools and sdks that I have listed are practically easy to learn if you have time to spend on them and not rush in to tutorials.
the SDK helps importing the character and testing it out in the HL2 environment (close to TF2 Environment) or you can import your characters in TF2 environment also..(I havent tried that) =\
