Greeting Polycount! I thought I'd go right ahead and get into my entry for the contest.
I didn't really plan on creating concept art due to the fact that I can get a bit lazy. But I am currently working on the model, and I will get pictures in ASAP.
Here we go:

- The Scout was a humble teenager who used to live in the ghettos of Boston. Living there wasn't easy, so it's extremely surprising he's here now.
#1. Cap of Courage
The Scout tried to be cool and fit in with everyone else, to seem like a less likely target. And with the help of his father's old cap, he felt as if no one could harm him.

#2. Straight Up G(one)
The Scout also carried his handy volcanic pistol with him in those dire situations. He never lost a fight, and never will. As of course this grand weapon belonged to his father.

#3. Boston Bromance
The Scout loved to create makeshift tools and weapons out of scraps he found from various places. He would always modify weapons or start from scratch and create his own. And the Boston Bromance was like love at first sight, and still uses it to this day.

Some progress. Obviously not the final texture, just a simple placeholder until I can come up with a good idea.
The secondary is going to be a volcanic pistol, and the Kitchen Klutter is an assortment of kitchen supplies put together to form a melee weapon.
Yeah, I was afraid of that. Maybe changing the color to something besides white will fix that.

Yeah, but it'd be nice if I had a better reference. A black and white photo with just the front isn't a whole lot..
Need a better reference. Otherwise, this is what I can brew up so far.
Made some progress though!:
It looks a bit too round and weird so I tried my best to shape it up a bit.
Just a very crowded theme, think about it.
Hmm, I never noticed that but now that I think about it, there are quite a few themes dealing with the same concept.
I wouldn't mind redoing my entry again, besides I didn't really like the hat, it was a bit too bland but it was the best I could come up with.
He is from Brooklyn, so it does fit in.

The pistol is a volcanic pistol which were used probably before the 50s/60s, and anyone could make a makeshift weapon out of various scraps :P
It was hard coming up with an idea that wasn't very popular. Gangster is probably the best I could come up with haha.
Added more detail and fixed the brim
Maybe make the theme Street Smart ? Then you can do gang-y stuff but can also experiment with other things.

Time to get texturing as well, not sure what to display on the hat, maybe the Scout's emblem?
The Red Sox cap is just a stylized B for Boston - maybe make it a similarly stylized R (RED) or B (BLU) depending on team?
You could use this emblem shape and make the socks into the "winged feet" of scout and change the name.
Basic texture, etc. For some reason the Mirror modifier didn't apply or something so the texture didn't split, so the texture mirrors itself. So it's going to be difficult adding an emblem on the front
Now to create the RED version.
EDIT: Hmm maybe I should fix a few things before doing RED.
As a side note, I got a bit bored looking for a better Scout emblem and decided to work on "Straight Up G(one)":
