For a first attempt, it looks like you've got a basic understanding of how to use the program and all, but have no experience with modeling. Like I said, look at videos and see how professionals do it and you'll learn the process. Also look at other threads to get an idea of how they're doing it.
I'm doing this contest with no experience as well, but so far this strategy is doing wonders for me.
You're getting better. Now take a step back and work out exactly what your design should look like. Grab some pictures of suitable ray guns from around the internet and then draw yourself a sketch. From there you'll have a much easier time making your model.
Armanky's suggestions of nabbing some tutorials is also a good idea.
im trying for a SMG ray-gun mixture now i name it the backstep too. i think this one will be the Less poly for the less graphic pc's The total poly on this is i think it was 800-1100 of the 8000 but still its not done.
There should be an option somewhere in the program to put the image in the viewport and if not you can make a square and make the picture the texture on it (assuming you know how to apply a texture).
As shadowforce said, it's not recommended to stick the image into the program because it can be misleading and cause you to focus too much on jsut the side silouhette, especially if you're just starting.
A lot of the reference photos you put up have round/cylindrical bodies so I would stay away from primitive cubes and start maybe with a cylinder for the barrel and extrude from there until you get the shape of the body done.
As for the images. The third one looks best to me but I definitely wouldn't try it if I were jsut starting out. I would go for the first one.
Looks like something that would be in a Toy Story game, not TF2.
this is a mixture of si-fi child i wanted a ray-gun for a child witch is what i modeled it after. and i think this is good as is. if it dont make it into the pack ill use it as a replacement for the revolver.

For example, your entire gun is essentially primitives slapped together. A good solid model is a few meshes as possible. Everything you did on your zapper could be done with a single cylinder and a single box.
Keep plucking away and trying but you should really really look up some tutorials.

the rules say that you can make a minimum of 3 itmes per class. no rule saying i can make 3 for 1 and 3 for the other is there?

"You must create a minimum of three unique items foronly one particular class (e.g. 1 x primary weapon, 1 x secondary weapon, 1 x hat you cannot do 2 or more of the same item)"

I know the rules say you need to make 3 items in 3 different slots, but what if you create 4 items with 2 coming from the same slot? (Eg. 1 primary x 2 secondary x 1 hat)
