Just reserving my spad and my ideas

Me and my friend started working on some hats for pyro:

1) Bird nest on pyros head
2) Pyromans horn on pyros head too
and more..(added later)

is that allowed in the competition to just do 3 hats and no other items?

No, it is not. You are to create a themed item set for your class and creating a hat only fulfills one item requirement. You'll have to create another two items replacing the Pyro's weapons or creating new ones.
