Okay so I've been thinking of hat designs recently since the latest community stuff and then this contest was made, so I thought it's a sign. Since Scout is my main man Ive decided to give him some new gear, now I need to work on modeling and such but so far I have some basic ideas.
Numbah 1: Mann Co. Slugger
This nasty bat doesn't seem like much, a simple wooden bat with a weighted ring around it, but man it packs a punch! It would reduce swing rate but boost damage. (Not sure on percentages yet, also was thinking of a secondary attack in which Scout swings it with 2 hands but is much slower and deals a mini-crit)
Numbah 2: Another Energy Drink! (Clever Name In Development) Now hear me out before you are like another drink?! This drink would last 6 seconds like the others and would increase you the Scouts speed by 50% Making getting places easy! But wait there's more! Not only will you be moving fast you'll be adding a third jump while under the effects! Unfortunately this drink leaves the Scout winded letting him run only at 75% of his normal speed and only allowing a single jump for 3 seconds after the effects wear off.
Numbah 3: Now for this I am debating making two separate items or not, it would either be a hat or a hat and misc. item. Since the scout is such a baseball fanatic he got himself a catchers mask! (That would be the misc part) complimented with his hat on backwards (Doesn't seem like enough for a hat on its own)
Now I need to think of some ideas for a 3rd item or need to design the backwards hat more and then that would be my 3rd item tell me your ideas and I'll get to the modeling of this.

The Energy drink is however built on the same concept as the Bonk Energy drink, and a second drink that makes the Scout faster but not invincible would make the current Bonk make less sense than it already does.
The idea behind Bonk was that the Scout runs so fast that he can outrun bullets, obviously the credibility and whole point of this was sort of lost when it didn't actually make the Scout run any faster. It is however the theoretical explanation for it's function, supported by the motion blur that follows.
The third idea could be a nice idea, but be aware that someone else have modeled that in the past. You will have a chance at that idea if your model is really good though.
I think the link is broken too btw, I tried it and it didn't work.
