as I'm new to motioning, so maybe this is a noob question!
how can I scale down my curve in vertical direction?
I found scale btn but it scales only horizontally and I checked that with shift, ctrl, alt, shift+ctrl, ......!! but no success!
is there any way to do this?

In my screen shot there are two scale buttons on the upper tool bar. (Ignore the red box.) The first is time scale (horizontal), and the other is value scale (vertical).
The time scale is relative to the timeslider (blue bar).
When you turn on vertical scale an orange line will appear. The vertical scale will be relative to the orange line.
I presume the orange line can be moved around, then? Is there a way to get it positioned in the average vertical center of the current curve?

I don't think there would be a way to get average vertical center of curve considering curve's density.. (if you asked for this)
I have some scripts that help with the curve editor. One of them allows you to align the orange bar to a selected key.
