Is there a way to save my Configure Driver settings? I check 'Match Bitmap Size as Closely as Possible' to improve my blueprint's quality but each time I restart the file the settings are reset too.
Maybe not. I'm running Windows Vista 64 on default settings. Last time I played about with the privelages, I ended up totally messing it up and having to reinstall Vista.
So if I go to d3dgfx.drv (BTW mine is .drv not .ini) properties - Security - Change Permissions - Permissions for Users - Allow Write (Check). Is that ok?
I have the same issue with max2010 under Win7 64bit. It's because of the new windows architecture that usually asks you if a application may access a resource outside the user directory.
It seems to be Autodesk's fault as most of their other settings were migrated to the user directories with max 9. At least I know now which file is affected so I can set user access to that file myself.

It needs to be able to write settings to this file:
C: \Program Files\Autodesk\3ds Max 2010\d3dgfx.ini
