I'm using CS1 on XP SP3. Loading PS (fast enough) uses 185mb of memory. Opening a 6mb file with about 20-30 layers takes nearly half a minute (!!) and jumps the mem-usage to 500mb. Ok, wtf?
I have:
History states = 5.
Scratch disk = non-startup (with plenty o space).
Cache levels = 8 (dunno what it does anyways).
Maximum memory used by PS = 1200MB (75%).
I reason the more I give it, the more happy it will be, but it seems to act like a junkie! I'm working with tons of layers in some images but they are no more than 15mb in size. The more-layered ones are sometimes barely workable. Wass going on???

Maybe try cropping to canvas to make sure you're not caching anything you don't need. Also, if you do any stuff to reduce memory, you kinda need to restart PS to actually free the memory up.
