That might be adaptive degradation...keeps the framerate high...en-/disable it by pressing 'o'.
I tried this. It doesn's solve the problem.
I noticed that removing the background image sloves the problem. But I remember that this had happened in the past even without a background image. Weird...
I had similar issuses when applying the 3dsmax Clean Scripts on max 2010.it even messed up my main menu for some reason, not sure if this could be your problem though.
