Need to Bake a Diffuse Map into Vertex Colors in 3DSMax

I have tried using the "Assign Vertex Colors" utility to do this, but it is not baking the diffuse map into vertex colors. Is this the right utility for the job, and I'm just not using it right? Or is it done another way?

Here's the process:
- Create a terrain mesh (editable mesh)
- Apply a diffuse map to the mesh
- Open "Assign Vertex Colors" utility panel
- Leave "Channel" equal to "Vertex Color"
- Choose "Diffuse Only" for "Light Model" (I also tried "Lighting + Diffuse")
- Leave "Color Assignment" equal to "Color by Vertex"
- Select the "Mapping" checkbox in "Rendering Options"
- Make sure the terrain mesh is selected and click "Assign to Selected"
- Open material editor and replace the diffuse texture map material with "Vertex Color" material (is this right??) -- shouldn't I be able to get rid of the diffuse map at this point and use the vertex color material for rendering out the baked vertex colors? But it doesn't work.

Sorry if this has been brought up elsewhere, I've done a variety of searches, and couldn't come up with anything useful.

Please note that I'm not trying to bake vertex colors into a diffuse map, but the other way around. There's plenty of solutions for baking things into texture maps, but I can't find anything for baking a diffuse map into vertex colors of a mesh.
