Hey man, sorry to say but i think your way off on this one. for one Brent spiner has a big ass nose, you gotta nail that stuff if you want to achieve an acurate likeness. your sculpt also seems to be lacking a skull, check your underlying structure.
when looking at your refs, pay attention to the planes more than the little lines/creases - in many places you are actually going against the planes of his face.
i'm horrible with likeness (too much ref and measuring and blearg ) so i prolly can't help you there :P
anatomy's holding up fairly well tho dude (imo). Could use a little smoothing and refining on the lower dlvls to avoid the blobbiness goin on in a few places (and to harden up the importnant details: eyes, then nose and mouth)... that might be the red wax mat messin with me tho.
little bit more form on that muscle-y bit that builds up on the outer edges of the mouth might be cool too. I think the jaw might be a little more blocked out and less pointy (hope that makes sense, need pics)
try dropping down a few subdivision levels and reworking the form of the face with the clay tubes brush. then smooth it over. his cheeks need to be puffed out a bit more. his chin seems a bit too long.
as of now his head seems a bit rectangular. try and reshape it a bit and get the silhouette looking good.
To be brutally honest what you have now is a stretched egg shape with some wrinkles and creases that more or less match the ref. It looks very stylized and I can't tell if that's on purpose or not?
For a 3rd attempt its looks pretty good! Keep at it!

As you can see that his neck is wider than your model. You need to move the neck polies out from the side and from the back..
