Well, it's not exactly like the very vast PolyBoost, but IC.Shape could prove itself to be useful primarily for organic modeling. I'm working hard on IC.Shape 2.0 which adds quite a lot of new instruments for hard surface modeling as well. Hang in there!
I'm not sure to understand exactly what you mean, but I coded another free tool to get regular polygons out from closed edge loops. Borders are closed edge loops for definitions, so you can give it a shot.
It is IC.GeoEdgeLoop. You can find it in IllusionCatalyst web site, at the bottom of the page MaxScript. It should work well in any 3ds Max version, as it is pure MaxScript.

Iirc, the sphearize modifier should do this.
Maybe you missed it, but that's what the Graphite tools are. Just a renamed Polyboost
