I am using Max 9....I made a model from a couple of different meshes and attached them all together, I made copies of like the arm and the leg and want to weld the verts together along the seams....but I am unable to weld or target weld....anu ideas?

What does it to exactly when you target weld?
Make sure you go into vert mode and click "unhide all". Sometimes when you hide and unhide polys or elements it will hide the verts and not display the verts unless you specifically go into vert mode and unhide all.
The two pieces of geometry are combined into one polygonal object, right? If not, use Attach before trying the welds.

Try collapsing them together. Often that will take care of things that weld won't. You may have to collapse multiple times, as it will collapse verts on each contiguous mesh first, then across the gap.
If you'd used the cut tool to add an edge vert on either side, it's possible that the vert is actually very slightly inside the polygon, and not actually on the edge (I hate this SOOO much) Select the polys around each side's vert, and use quick slice with vert snap on, to cut an edge between them, then collapse (a couple of times).
If the verts are duplicated then Tumerboy's suggestion of using Collapse should do it.
If none of those things work then something is very wrong with your application.
More often than not my issue is that there were 2 verts sitting on top of each other, and it's trying to attach to the wrong one.
