That's the way it seems, but in the short run the guy may get the job but will quickly drown in the weeks after if he doesn't have the skills to back it up. If someone is a god of modeling but doesn't get out there and talk with others or post his stuff for others to see, no one will know he exists.
Now of course this is all I hear from my teachers and what I've seen when I go to developer gatherings. I don't have a job yet so I can't say for sure, but this is something I'm tackling too, been working so far on just the art, now's the time to learn to talk >.<
Option C, the guy with charisma and talent. Why settle for someone who is deficient in one or two categories. If you're going to take the time to interview people might as well find the right candidate that has it all. Seems kind of pointless to settle for broken merchandise.

I believe that's the purpose of an interview. The reason an company pulls you in to an interview is because they like your work, so the interview is to see if they'd like to have you on the team and the quality of person you are.
You can't control other people's skills, social or technical. If you get caught up in what everyone else might be doing to look good, it'll lead to a mindset of just trying to be less mediocre than the next guy. What you ought to be doing is making yourself excellent.

For getting a technical job, of course your technical skills are the most important thing, they make you eligible for the job in the first place. Your social skills are life skills, they affect your experiences during the 9-5 job and outside of it, so in that sense they're even more crucial to your general wellbeing.
Vig's right, I think most employers want the best of both worlds and sadly, very few people are equipped with golden-egg-laying vaginas. Nobody likes dealing with social retards, or know-it-all morons who rely on others to carry their workload. Though there are always a few of them in every studio...
