Probably, start out with a cylinder that has double the number of sides as you want to have ridges. Select every other face, bevel or extrude. It's probably a good idea to chunk up this kind of detail and not make it too thin and whispy if you plan on baking it to a normal map.
Polyboost/graphite modeling tools has a nice little "select every other face" script included. I'm sure there are others out there too.
