how to go about modelling buildings for games?

So I need to whip up some buildings for a game and im drawing a blank on how i should go about doing it.
i.e, for a building like this:
I always hear it should be done with modular pieces, but which bits should be made modular?

The building can be broken up into smaller, identical pieces which can be tiled vertically.

you make modular, anything that seems logical. It's much like making a tiling texture. Where ever it seems like it SHOULD tile, it should tile.
