Back-story is still forming in my brain-parts. At the moment I'm thinking it's a fusion of a human and a robotic life form, created when they were caught in the energy field created by one of these 'dimensional tears'. This creature may have the ability to open or close the portals.

I'm not too sure what category your entry falls under, as it is half human and half robot. I do remember Norms not having any tech and the Robots not having any human elements. So I was a little confused.
Aside from that, the character gives me a techy-Mayan feel, which I think could be a cool idea. It probably isn't what you were going for, but its what popped out at me from the quick sketch.
