Assuming you're using max, rmb on the 1st snap icon on the top left and check vertex from the window. After that when snaps is on you can move your desired vert to whatever other vert you want and it'll snap.
In that same box under the options dialogue. Make sure that Use Axis Center center snap options is checked on and the option above it is unchecked. If it is opposite then you will NEVER snap to where you want it to go. Max will usually have it defaulted off and will make people want to murder people. Let me know if this helps....
just have the first snap magnet toggled..(the one with the 3)...un toggle the other one. Switch from vertex to endpoint...also make sure you turn off your axis constraints for the snap...also make sure your blue marker is turned on as well...it will show you where you will snap too....It also help to snap in the perspective viewport rather than an orthographic one....
WOO HOO! Once you get it working, it comes in pretty handy. But it drives everyone bonkers at first. A large part of that is how they set up the defaults, silly really.
