As of today,
ShaderFX is FREE for all individuals and companies smaller then 2 employees.
Including free for commercial use.
(This version has the exact same features as the commercial edition, minus a small watermark)
You can download version 3.12 to update to this version at:

Those who have purchased the educational version in the past, will automatically convert to having the full commercial edition simply by installing the new version.
Companies larger then 2 employees are still required to buy a commercial license.

I haven't really given this a go yet, but I'm definitely going to check this out now despite my technical ineptitude.
You can use convolved HDRI environment maps (cube maps).
Anything else specific you are looking for?
I often seen HDR used in combination with Bloom for example to simulate the effect better on a monitor.
We don't specifically provide Bloom functionality, but 3dsMax already ships with a Bloom Scene Effect you could tap into.
Now if I can just figure out how to create the shader I want... :P

I'm working on the third one now, but I don't have a lot of free time, so it might be a little while before it comes out. However, now that ShaderFX version 3 is done, I'll be able to use the free time that I used to be using for that on the DVD instead. So yeah, can't really give a good answer on that one - but I'm doing my best!
