Hi guys,
I am an Environment artist and new to Unreal 3 but, I would really like an opportunity to work on some Mods! I have been looking around for one but, not sure how to find one? There are a couple I have found posted on here on Polycount but, they request experience? I would love some advice or tips on getting into it.

Here is a good list of current UT3 mods over at moddb.com.
My advice to you is that if you're after joining a mod team, you should know some basics about the engine and you should be an adequate artist. Show the team that you're dedicated and are really eager to join the team (without being an annoying son of a bitch). Maybe build something based on their concept art, like a small prop or a small feature area from an environment concept. Get it working in the game engine and if they are happy with the quality then you shouldn't have any problem.
If they do turn you down, start on a smaller mod that isn't as high profile and work your way up. The more assets you build the more you will learn and you can only get better from there.

I don't mind if it is paid or unpaid work I would just love the experience.
But this is something that will improve the more you do it, because you'll get a better understanding of how to build your lo-poly mesh to better support your normal maps and things like that.
I don't think you should have too much trouble getting into a mod team with your current skill set. It's just a matter of finding a mod you'll be interested in.
