Other than that not really sure what you're trying to achieve.
Use Inkscape for sketches. Use the pencil tool (wacom is good for this too) with smoothing, that'll get rid of shakes and let you draw it fast, then edit it too.
I'm getting a wacom in some time, but cant get one yet.
what I really need some help on is the lightning, don't care about the rest, just the essential thing(s) I'm doing wrong, yes, quality sucks, but this is like my 2'th thing I drew.
If that's only the second thing you've drawn then lighting is not what you should care about. Work at getting a solid drawing and then worry about painting later
So where are the compliments on this piece...Iam rather impressed with the composition of this piece...your eyes go right to the blue ameeba in the center. along with his blank stare, its sending fear right into my heart...so much emotion....This is so 21st century impressionism....I give this 2 thumbs up.:thumbup::thumbup:

I agree with this,- your piece is not worth commenting on seriously.
Give it more effort- even you noticed that it is garbage right now,- spend more time on it- rethink more steps next time (lines, colors, shapes, composition, style,..) and repost. Anything else would be an insult to this board imo.
Scan some pencil drawings in and post them. There's no point in asking for advice on "mistakes" on this ... er ... digital painting if those problems run through into your basic drawing skills. I mean you could be seven, or mental, or drawing it with a mouse attached to your forehead for all we know. Give us some context to work from, eh?

As long as you are aware of it's cruddyness, then improvements can be made. I'm no amazing 2d artist but I tend to look around at actual works of art in their varying categories and make certain observations to enhance the project (basically meaning I see mine is crap and try to make it better:D!).
I wanted to give 2d a try, and I always liked cookiemonster, I looked at your drawing a bit but it turned out bad.
That's cool, keep drawing stuff it's the only way to get better. Why not try to copy a picture of the cookiemonster as good as you can on paper/tablet, then color it?

I would say draw from reference, so you can learn about how light etc. works by observation and pull that from your memory in the future when drawing things from scratch.
Reference is key. Try copying a page out of a comic book, a magazine, photograph whatever, and get it as close as possible. This is why people take life drawing. Drawing is like any other skill, and it only gets better with practice. Draw every day. Do that for a month and you'll see vast improvement in your work.

Draw IRL objects (including animals and people) from direct observation on a daily basis. When you feel comfortable drawing pretty much anything you see (which will happen eventually, because you'll be practicing a lot), cookie monster will present no challenge to you. It'll be awesome, try it.
if you DO care, you'll ask yourself what you can do to improve it, and what's wrong with it as it is. when you find an answer, ask yourself what you're going to do this time, and then do it.
when you finish your next piece, take a moment to feel a sense of accomplishment that you've improved, and take pride in your work.
then, repeat. find out what's wrong, find what you can do better, imagine what the next awesome thing you're going to do is, and do it.

Drawing with a mouse is like trying to draw with a pencil in your urethra. I'd say get a scanner or a tablet.
Now now, I've seen some really amazing mouse drawn artwork in my days that rival a vast majority of people's stuff here on Polycount, so let's not talk down on the mighty mouse too much

I'm not the best at drawing, and I am currently trying to improve myself; but I think the key is to have a plan as to how you will MAKE yourself improve. Vig just pointed out a number of awesome tutorials, you can start there. Personally, I think going through all these tutorials (link below) will make you improve drastically. Just follow along, physically draw what he draws and you will be good in no time. There is a number of dvds you can buy from this guy.

I dunno why it's so bad, I can do much better with paper, and a pen, on the computer, it's just very diffrent.

It's lacking in alot of the typical things that a drawing or painting need.
Composition. right now it's just cookie monster dead center.
Lighting. It's plenty bright, but there are no real highlights/shadows.
Subject. Well, it's been established that it's cookie monster. But what's he doing, just a crazy pose? is he dancing? put a radio behind him...
Is it supposed to be realistic? His eyes are always on top of his head...

EDIT: Right. For some help. First off.. skip the colors. Try doing some 3d primitives but in 2d. How do you shade a box, ball and a cylinder?

but since my two favorite color combinations are blue and orange.. I give you a B+

If your just learning photoshop, and are using a mouse, and are still in school, Its understandable that it doesn't look great.
