I'm currently having a go at setting up a couple of rigs and would like to know how I should go about creating something like this. I'm working in Max but I'm sure most techniques will carry over from maya /xsi

I can sort out controllers and what not its the fluttering effect that is causing me some difficulty. So far I've tried using flex, springs and the noise modifiers.
I want to make it work on this eventually

2nd, you need to rethink the goat legs. Dig up some ref. They don't ever form a C, its actually closer to a human leg standing on its tip toes.

3rd, the tail needs more loops if it is going to deform.
4th, make sure the leading edge of the wings bends in, not out. Might need more loops running down that edge to help it deform properly.

The red lines are bones, believe it or not bird wings are like your arms, if you put your arms out at your sides with your palms facing forward that's how birds and bats have their wings. Notice your elbow bends down not up.

Also notice that the wing ribs on the bat spread out from the wrist, not the elbow. Each one of those ribs is more like a finger. It will greatly help you rig if you think of it like an arm.
Tweaked the legs and wings quite a bit. Not 100% sure on the wings yet, but I think its getting a bit closer to what you posted although he does look like he needs back surgery atm.
Not done the webbing yet, that'll come once the wing shape is nicer.
