Try a straight row of whatever you want to go into that shape then try polar coordinates on rectangle to spherical, it might make it bend like that. Make a few rows and try it. Sometimes it works sometimes it doesn't. You can try running radial blur on it with the zoom option. To get the effect you want you might need to do it on separate layers. There might be a plugin for photoshop that does this.
there's filters in ps that might do this, there's polar coordinates that will turn an image in to a circular pattern and another that can shrink and expand the centre of an image, but i can't remember it's name
You can get a fractal generator like Fractint that will generate a fractal and export it as an image you could then take into Photoshop and have your way with it. http://spanky.triumf.ca/www/fractint/fractint.html
