Howdy Polycounters!
Has anyone heard of this .mpng file format?
Or, better yet, does anyone know of a program I can view this format with?

I know there's .mng which is supported by Animation Shop. Albeit a 10 year old format it still seems too immature to be supported by most programs.
I've never heard of motion PNG
You could try VLC player with it.

Yeah, I've even tried renaming to .mng to see if I could open it in Animation Shop, no dice.
No luck with VLC or Quicktime.

Problem solved.
Turns out it was a proprietary format from who I was dealing with and they had their own viewer.
