Manipulating the pivot point of the bone moves both the bone and the pivot point. wtf. Using 3DS Max 2008.

A bone is essentially JUST a pivot point. So it makes sense that the whole bone moves when you move the pivot - otherwise the shape/position of the bone would make no sense.
Temporarily un-link your Skin modifier, move the bone, then re-attach Skin.

or just use normal objects. Anything can be a bone.
