People for your scenes (Photos)?

A few days ago I stumbled across a site giving away free "people" for your scenes.
Now, some sites have actual models. And then there are those pics you see of skyscrapers or new malls that are a mockup and have those photos of people in the scene, all as if they were doing stuff.
I am looking for the later. I can't find that site, and I don't know what they are called.
I saw a guys demo real one time where everything looked like it was rendered in VRay, and he had these in them -and- they were movie clips. Now -I- knew that they were billboards with a movie mapped to them, but the effect was convincing.
I have been searching for things like "3d, people, spirte, billboard, photo"...
I just... I can't get anywhere.
Any help here? Is there an industry term for these little guys that if I were using it I would get results right away?

Beware though, you usually have to get signed releases from the people you're photographing, these might not have done so. I bet Marlin has, but maybe not the Turbosquid selllers.
