Why can't I start Blender?

Hello all Just like the title say "Why can't I start Blender?" I started after finishing the installation and it pop up an error saying "This application fail to stared becasue MSVCR71.dll was not found" it tell me to re-install and it might work which I did but it still show the same error so what did I do wrong can some one help me with this. Thank in advance.

I didn't think anyone (at Polycount) other than I still used Win9x

(Win2k and WinXP ship with this file)
