Video player allowing key scrubbing

Hey, one of the animators here is having some troubles finding a good video player that allows frame by frame scrubbing using arrow keys like Quicktime. He's got some reference videos that won't open in Quicktime and needs to be able to do it, so does anyone know of a good video player that allows this and will play a good amount of video formats?

media player classic will. arrow keys left and right

While it's more of an editor than just a player, VirtualDub is free and has frame stepping with the arrow keys, I just tried it on Blizzard's Diablo 3 cinematic trailer (HD resolution AVI) and it was perfectly smooth.
