It definitely is looking better than your previous version. I would suggest not having his belt drape over his crotch the way it is now, its creating a tangent with where his legs start and to me is making it hard to distinguish how long his torso is compared to his legs. Also I would add more to that belt, right now its just sticking out from under his waist-wrap, I think it would look better if it continued up his back or something. I would try to make it look like it serves a purpose, unless he's just trying to be stylish.

What you have so far looks like an improvement but its hard to tell what youre trying to achieve. Do you have concept art or reference for the piece? Its hard to say anything without knowing what youre going for. I think you should adjust the smoothing groups the random switching between hard and soft surfaces on your model is awkward. Other than that I dont see anything but the obvious, Where's the head?
I don't really have a solid concept, I'm just going off an idea in my head. Concering the smoothing, Truespace, the program I use to model, doesn't support smoothing groups. I apply those when I import the model into Gmax. Haven't modelled the head yet.
