pretty cool man. I like the idea of a monocle, but you'd have to modify his face to be more like your drawing to make it work. As it is, your model has no cheekbones
Your overall shape of the head looks a little bit more rounded than the concept, I would try and make the head flow better into the hat to create a better shape, and get the same kind feel the concept gives. Also maybe push the head back a little to give him more of that gangster attitude, not that important now, but it might help that concept come through more again.

here is a small update.
im planning on adding a handkerchief in the pocket and then i will be doing a low and texturing.
somethings not quite right in the cheekbone/eye sockety area. might wanna take a closer look, or even stray from the concept and make it a bit more functunal. looks creat tho.

I like it. As for suggestions, I second what Stimpack says about the sides of the head feeling unfinished. In the concept there are thicker folds of skin around the lower corners of the mouth, and the line running back to the ear feels more like a thick cord than a tendon to me. Maybe go with the concept a bit in this area, and add more tension?

give the cloth more edges right now it feels kinda floating, very soft and roundish, try to capture the sharp edges from the concept
