Just a little something for an unreal mod.
Havn't made his hair yet! to be honest I'm not sure what I want to top off his head anymore and I had even reconsidered re-imagining his mask.
Actually, I think the problem is that the legs and boots are too wide/big for the body. His hands seem massive also. The rest of the body seems to be in proportion, but the armor makes things look wacky.
I agree, the armor makes the proportions very hard to desipher. First off, I think the legs look to straight up and down. Like the quads or upper part of the leg should be bigger, and by the calves it should taper down. I also think the shoulder pads are too big, and you might want to scale the head UP as well. It would also be nice to see some more hard edges in the design. Everything looks kind of soft because it is so smoothed out. If you go around doing some tight chamfers on edges it may fix this when you use your smoothing modifier (turbo smooth, sub-d, mesh smooth, nurmbs I am not sure what it is called in modo). Anyways, I like what you have here and I think a few minor tweaks could really bring it all together.

I used modos paint features to paint more details directly on the map itself and simply modeled the large details.
