its propably done using either papervision or sandy3d,- and booth require AS3 if you want some serios boost.

There is also from booth an older AS2 version available but even those wont work on the PSP as the PSP has a flash player 6 kit (Sony never licensed a newer version so far). AS2 is available starting with Flash player 7/8 major reasons why you need AS2 are the bitmapFill methods in the scripting language in order to draw triangles dynamic on the screen.
