A nickname that I've always had/heard for Chun-Li: Thunder Thighs.
Most interpretations of Chun-Li are the exaggerated female form (the hourglass if you will, with large emphasis on the lower part). Bow in her torso, widen her thighs and hips.
I think penguin is on to something...I wasn't too sure about the shoulder size, but they are extra poofy...it might help to build Chun-Li's form first, then build on top from there. And to echo what everyone is saying......thighs FTW.
Good start. Her whole arm/forearm/ hand lacks definition though. For example elbow area.
Oh and Im gonna say something no one else mentioned till now, thighs .
Post your reference....I think the thing thats bothering everyone is how thick the forearms are....the arm looks really tubular, there's no transition from the bicep to the forearm.

I used reference imagery of a average female build (hence the small thighs originally), and I'm still not sure where the proportions are wrong
