Looks like you may be onto something with this. Most of the major bone and muscle structure seems to be in place. At the same time though I'm wondering what's up with all the specs on him? They're all uniform giving the appearance of a statue to the model instead of pores on flesh.
Also, the horn stubs don't give the appearance of being broken, or like they're coming through the skin. you might want to cut them into the skull some and use bulge on the skin surrounding them.
The eye lids also look very flat, not like they are wrapped around ovals or spheres.
Hard to say much beyond that sense I'm not entirely sure what sort of interpretation your attempting of Hellboy (statue/aged/etc.)

You need to study up on neck muscles. The neck itself isn't too long but the shape and bulk of the muscles are causing the stretched look. Muscles don't really sag from one point to another what gives the neck its tapered slope is the build of different sets of muscles. Here are some basic land marks to get you started, you still should google up some neck anatomy and redo the neck.
The neck has a hallmark V muscle (called the sternocleidomastoid) this muscle attaches to the skull from behind/below the ears and runs to knobby center most tip of clavicle bones, actually behind it but the clavicle knob is a good land mark since it disappears there. You have this muscle modeled straight up and down.
Trapiezius, as far as front to back layers go, this is in the back row, it connects from the base of the skull (actually a little lower on the neck) and runs to the shoulder. As this muscle gets bigger it starts to create that triangle you see on muscle guys. On your model this is kind of a long slumping line.
Remember for muscles to work, they need to be like rubber bands, stretching and pulling but always kind of tight, never really limp and slack unless something is horribly broken. Again the build up of layers and groups of muscles is what gives the neck the slope from the shoulder to the ear.

Pay attention to the drop shadows, they give you some idea about what muscles are layered behind/underneath. Now go hit google, learn some muscle names, find out their shape and purpose and redo your turtle neck.
I dont know, it may be just me, and its not exactly easy to be sure just on the front shot, but i think there are some wrong things, things like mouth corners, eye sockets, nostrils, and the face in general look flat. Is there a face angle ?
Maybe its the lighting ?

this is great. I'm in a toss up about the pores actually. it seems to me that when i see a shot of hellboy, his skin does looks like it's made of fucking cement.
I love the huge head and strong jaw contrasted against the thin stretchy neck. it's not quite cartoony, but it's exaggerated enough to take the edge off. i get the feeling that he's a serious character, but you're not a serious person, and you've exaggerated he softer side of it while keeping it strong.. i think it's very cool.
The neck still looks off because you're missing the muscles that are inbetween the shoulders and the neck... won't even pretend to know what they're called so here's a pic.

It's up to you, but if you are targeting like he was in the movie, you should add some cross hatching lines on the horns, to show how he grinds them down all the time
I love the model, the only thing I seem to notice is how the same scratch marks are on each horn. Considering there's some sculpted non symmetrical details on the face, maybe turn the symmetry tool off for putting some marks on the horns?
I think the pores are fine, especially if they're for texture generation. Hellboy always had rough skin, they're suitable. The overall skill is fantastic.

While I agree that may be the case, I think the proportions had to be adjusted either way. The face is going to create that resemblance, especially since I'm guessing he used Ron as a reference
